Well one place is Ettins in North Kryta. They're easy to kill, and their chance of dropping runes is high.

PvP with faction I found to be the easiest. Assuming your farming to unlock and not farming to make money as runes dont really get you money unless your lucky enough to find a sup vigor or absorp
